Under E-mail Properties following the instructions under the link you provided the Internet format says "Let Outlook decide the best sending format". However, when sending the message to my address typing it rather than using the AutoSuggest version it seems to work! So I guess it is overridden somewhere or somehow even though the settings don't show this?

Hi Roady. I have just upgraded to windows 8. It seems all contacts that have come across from my previous Outlook now have default sending format changed from Let Outlook Decide to send using RTF. Consequently non Outlook users cannot receive attachments. I don't want to manually change more than contacts.
